What is Single Phase Testing and Tagging?
Single phase testing & tagging is a safety process that checks if electrical appliances are safe to use and meet Australian safety standards such as ASNZS 3760. It involves inspecting, testing, and tagging equipment to detect faults that could cause electric shocks, fires, or other dangers. For businesses and individuals in Perth, test and tag Perth services are essential to ensure safety and compliance in workplaces in all industries.
Types of Single Phase Appliances
Single phase appliances operate on 230-240V and draw from single phase power that contains an Active wire, neutral wire and earth wire. Single phase appliances are split into two types: Class 1 and Class 2 appliances.
Class 1 appliances have a protective earth connection to prevent electric shocks. These include metal-bodied items like kettles, irons, and toasters. Testing ensures that the earth connection is working correctly to safely handle any electrical faults.
Class 2 appliances are designed with double insulation and don’t need an earth connection. Common examples are power tools, vacuum cleaners, and some household appliances. Testing focuses on checking the insulation to ensure the appliance is safe to use.
Using a professional Single Phase Testing & Tagging service such as Perth Test and Tag Solutions will help keep your appliances safe and ensures they comply with safety regulations. Regular testing not only protects users but also reduces risks, downtime, and potential legal issues. Whether you’re running an office, workshop, or construction site, testing and tagging your appliances is a simple and effective way to create a safer environment.
Is Testing and Tagging a Legal Requirement in WA?
You will hear differing answers to this questions, so here we will break this down standard by standard to provide the most comprehensive answer to ensure your business is meeting legislative requirements. To break this down, we first must separate/categorise business types as there testing of appliances is mentioned within multiple standards.
Industry 1 - Construction & Demolition
Within this industry, there is a clear legislative requirement to complete testing and tagging to AS/NZS 3760:2022. The legislation that mandates testing and tagging within your industry is the Construction and Demolition Standard AS/NZS 3012. This standard also outlines a different requirement for retest dates than those outlined in AS/NZS 3760/2022. All Portable equipment and flexible electrical cords must be tested on a quarterly (3 monthly) basis. This includes Equipment in amenities and site offices and is specifically outlined within AS/NZS 3012. Additionally these appliances must be colour coded with the RBGY (Red, Blue, Green Yellow) system. More on this can found within our articles section.
Industry 2 - Offices, Workshops & all other industries
This is where the majority of Perth Business’s that require testing and tagging will fall under. The short answer to is testing and tagging a legal requirement is YES! but directly under or to AS/NZS 3760:2022 as the standard itself is not legislation.
So what makes testing and tagging a legal requirement in Perth? For this we must go the Work Health and Safety (General) Regulations 2022. It is easiest to share a direct extract from the standard itself that reads:
Part 4.7 - Division 3 - R.150
“1) A person conducting a business or undertaking at a workplace must ensure that electrical equipment is regularly inspected and tested by a competent person if the electrical equipment is
(a) supplied with electricity through an electrical socket outlet; and
(b) used in an environment in which the normal use of electrical equipment exposes the equipment to operating conditions that are likely to result in damage to the equipment or a reduction in its expected life span, including conditions that involve exposure to moisture, heat, vibration, mechanical damage, corrosive chemicals or dust.”
Following this, a keen reader will observe the word “ Competent Person”. Who defines a “competent Person”? In the same regulation, the definition of a competent person is defined clearly below”
Page 10 – Part 1.1 – Definitions:
Competent Person
(a) for inspection and testing of electrical equipment — means a person who has satisfactorily completed a competency-assessed training course on testing and tagging using the pass-fail type of electrical instrument known as a portable appliance tester;
The definition of "competent person” is the key inferred reference to ASNZS 3760/2022. The only Australian standard for testing appliances with a “Portable appliance tester” is AS/NZS 3760:2022 Electrical Safety Standard.

Single Phase Testing & Tagging - Frequently Asked Questions
Answers to the most common questions from Perth businesses about single phase testing and tagging
-
Testing frequency is set by AS/NZS 3760:2022 Table 2.4 and depends on the environment in which the equipment is used:
3 months — construction, demolition, and building sites
6 months — factories, workshops, and production environments
12 months — environments where cords are regularly flexed or moved
Up to 5 years — stationary equipment in low-risk office environments
Our technicians assess your specific site during every visit and confirm the correct interval for your environment.
-
New equipment does not require electrical testing before its first use. However, it does still require a visual inspection and a ‘new to service’ tag applied before being put into service, in accordance with AS/NZS 3760:2022.
This confirms the item has been visually checked, is free from visible damage, and is safe to being using. From that point, the normal testing interval applies based on the environment in which the equipment will be used
-
You can perform test and tag yourself in WA if you are considered a “competent person,” which up until 2022 was open to a world of interpretation. In 2022 the WHS regulations were updated which included a clear definition for “competent person”. Under page 10 R.5 Definitions a competent person is defined as “ For inspection and testing of electrical equipment — means a person who has satisfactorily completed a competency-assessed training course on testing and tagging using the pass-fail type of electrical instrument known as a portable appliance tester;”. This definition sets the minimum requirement for a competent person, the Australian standard for “portable appliance testing” is ASNZS 3760 which means that a person must complete competency assessed training to ASNZS 3760.
Being competent isn’t just about owning a tester - it also involves understanding risk categories, inspection procedures, and compliance requirements.
In practice, most Perth businesses choose a professional service because it ensures accuracy, proper documentation, and adherence to Australian Standards. Professionals also carry calibrated equipment and can identify issues that untrained staff may miss. Outsourcing reduces liability and saves time, especially for businesses with multiple appliances or higher-risk environments.
Perth Test and Tag Solutions handle the entire process, from testing, tagging to the reporting , so you don’t have to worry about compliance gaps, incorrect procedures or missing records.
